汪洋副总理出席北极论坛并致辞:开创北极美好新未来

3月29日至30日,第四届“北极——对话区域”北极国际论坛在俄罗斯阿尔汉格尔斯克举行。俄罗斯总统普京出席论坛全会,俄罗斯副总理、论坛组委会主席罗戈津主持论坛开幕式。芬兰总统尼尼斯托、冰岛总统约翰内松、丹麦外交大臣萨穆埃尔森、冰岛外长索尔达松、挪威外交大臣布轮德等政要出席论坛。

本届会议主题为“人在北极”,重点探讨人力资本在北极可持续发展中的地位和作用等30多个议题,论坛期间还将举行北极商务论坛等40多场活动。来自40多个国家的政府官员、企业家、专家学者、媒体记者及相关国际组织共2000多名代表参加论坛。

国务院副总理汪洋应邀出席论坛,并于3月29日在论坛开幕式上发表了题为《共同开创北极美好新未来》的致辞。汪洋在开幕式致辞时,对参与北极事务发出倡议:要加强北极生态环境保护,将保护北极生态置于优先位置。中方将积极参与北极环境治理,推动环境合作。要不断深化对北极的科学探索,为保护和利用北极奠定坚实基础。中方将加大投入,支持构建先进科考平台,提高北极科研水平。要依法合理开发利用北极资源。中方鼓励企业参与北极航道建设,加强与北极国家清洁能源合作。要完善北极治理体制机制。中方愿与北极域内、域外国家建立健全工作机制,加强政策对话,积极支持北极理事会工作。要共同维护北极和平与稳定。中方主张和平利用北极,依据国际法处理分歧,通过国际合作妥善应对北极航行安全、环境灾难等挑战。中方愿同各国深入交流,拓展合作,共同开创北极美好新未来。

尊敬的罗戈津副总理,

各位贵宾,女士们、先生们:

很高兴出席第四届“北极——对话区域”国际论坛。阿尔汉格尔斯克被誉为“通往北极之门”,祝愿本次论坛能够开启北极发展与合作一扇新大门。

中国是北极事务重要利益攸关方,依法参与北极事务由来已久。早在1925年,中国就加入了《斯约》(《斯匹次卑尔根群岛条约》)。90多年来,中国对北极的探索不断深入,合作不断拓展,为北极发展作出了贡献。中国是北极事务的参与者、建设者、贡献者,有意愿、也有能力对北极发展与合作发挥更大作用。

当前,北极正在发生历史性的快速变化。在新形势下,中国秉承尊重、合作、可持续三大政策理念参与北极事务。“尊重”,就是尊重北极国家在北极享有的主权、主权权利和管辖权,尊重北极地区居民的传统和文化,尊重域外国家在北极地区合法开展活动的权利和自由,尊重国际社会在北极的整体利益。“合作”,就是与有关国家一道,共享机遇、共迎挑战,推动完善北极多元治理格局,积极开展多层次、宽领域的国际合作,实现互利共赢。“可持续”,就是兼顾北极保护与发展,平衡北极当前利益与长远利益,实现北极地区人与自然和谐共存、永续发展。中方倡议:

——我们要加强北极生态环境保护。北极既是全球气候变化的“指示器”,也是遏制全球变暖的“超级空调”。国际社会要始终把保护北极生态置于优先地位,避免遭受不可逆转的破坏。中方积极参加北极环境治理,推动环境合作。

——我们要不断深化对北极的科学探索。北极被誉为全球科学研究的“实验区”。各国应携手推动全面探索北极,为保护和利用北极奠定基础。中方将加大投入,支持构建先进科研平台,提高北极科研水平。

——我们要依法合理开发利用北极资源。中方鼓励企业参与北极航道基础设施建设,稳步推进航道的商业化利用和常态化运行;支持企业参与北极资源开发,加强与北极国家的清洁能源合作。

——我们要完善北极治理体制机制。中国愿与北极域内、域外国家建立健全工作机制,加强政策对话,为开展各领域交流合作提供保障。作为北极理事会观察员,中方将一如既往地支持理事会工作。

——我们要共同维护北极和平与稳定。没有和平稳定的地区环境,北极的发展与合作无从谈起。中方主张和平利用北极,支持依据《联合国宪章》及相关国际法处理分歧;主张通过国际合作妥善应对北极航行安全、环境灾难、海上有组织犯罪等挑战。

俄罗斯是最大的北极国家,对北极的研究、保护和开发一直走在世界前列,在北极事务中发挥着重要的作用。主办的“北极——对话区域”国际论坛为各国讨论北极事务、开展交流合作搭建了有益平台。中国愿与各国一道,以此次论坛为契机,深入交换意见,拓展合作空间,共同开创北极美好新未来。

For a Bright New Future of the Arctic

Address by Vice Premier Wang Yang at the Opening Ceremony of The Fourth International Arctic Forum

Your Excellency Vice Prime Minister Dmitry Rogozin,

DistinguishedGuests,

LadiesandGentlemen,

I   am delighted to attend the Fourth International Arctic Forum on Arctic:   Territory of Dialogue". As we gather at Arkhangelsk, the "gateway to   the Arctic", I wish this Forum could open a new gate to Arctic   development and cooperation.

China,   as an important stakeholder, has long participated in Arctic affairs in   accordance with law. China joined the Spitsbergen Treaty as early as in   1925. Over the past 90 years and more, China has contributed to the   development of the Arctic through deepening exploration and expanding   cooperation. China has proven a participant, facilitator and contributor   in the Arctic affairs. It is willing and able to play a bigger role in   promoting Arctic development and cooperation.

Ladies and Gentlemen,

The   Arctic is experiencing rapid, historical changes. Under the new   conditions, China will participate in Arctic affairs under the three   policy principles of respect, cooperation and sustainability. "Respect"   means that we will respect Arctic states' sovereignty, sovereign rights   and jurisdiction in the Arctic, the tradition and culture of Arctic   residents the rights and freedom of non-Arctic countries to carry out   lawful activities in the Arctic and the overall interests of the   international community in the Arctic. "Cooperation"means   that we will share opportunities and confront challenges with other   countries to improve the multi-dimensional Arctic governance structure   and actively carry out multi-tiered and wide ranging international   cooperation for mutual benefit. "Sustainability" means   we need to strike a balance between protection and development and   between the immediate and long-term interests of the Arctic so as to   realize harmonious coexistence between man and nature and sustainable   development of the Arctic. With this in mind, China proposes the   following:

— We need to enhance environmental protection in the Arctic. The   Arctic is a "barometer" for climate change worldwide and a   "super air conditioner" for curbing global warming. The international   community needs to keep environmental protection in the Arctic on top of   its agenda and prevent irreversible damage to the region. China takes   an active part in environmental treatment and promotes   environmental cooperation for the Arctic.

— We need to step up scientific exploration of the Arctic. The   Arctic is known as a global "laboratory" of scientific research.   Countries need to work together for comprehensive exploration to lay the   groundwork for the protection and utilization of the Arctic. China will   increase input in support of building advanced scientific research   platforms and raising the level of research.

— We need to develop and use resources in the Arctic in a lawful and reasonable way.   China encourages its businesses to participate in infrastructure   building of the Arctic shipping lanes to facilitate steady progress in   the commercial use and regular operation of the shipping lanes. China   also supports its businesses in participating in the development of   Arctic resources and enhancing clean energy cooperation with Arctic   states.

— We need to improve Arctic governing systems and mechanisms.   China will work with countries in and outside the Arctic to establish   and improve working mechanisms, step up policy dialogue and facilitate   exchange and cooperation in various fields. As an observer to the Arctic   Council, China will support the work of the Council as always.

— We need to jointly maintain peace and stability in the Arctic. Without   a peaceful and stable regional environment, there would be no Arctic   development and cooperation to speak of. China calls for peaceful use of   the Arctic, supports the settlement of disputes in accordance with the   UN Charter and relevant international law, and maintains that navigation   safety, environment disasters, organized crimes at sea and other   challenges facing the Arctic should be properly addressed through   international cooperation.

LadiesandGentlemen,

Russia   is the biggest Arctic state and a world leader in research, protection   and development of the Arctic, playing an important role in Arctic   affairs. The international Arctic Forum on “Arctic: Territory of   Dialogue” provides a useful platform for countries to discuss Arctic   affairs and conduct exchange and cooperation. China will take this forum   as an opportunity to exchange views and expand cooperation with other   countries in a joint effort to create a brighter future for the Arctic.
