— We need to step up scientific exploration of the Arctic. The Arctic is known as a global "laboratory" of scientific research. Countries need to work together for comprehensive exploration to lay the groundwork for the protection and utilization of the Arctic. China will increase input in support of building advanced scientific research platforms and raising the level of research.
— We need to develop and use resources in the Arctic in a lawful and reasonable way. China encourages its businesses to participate in infrastructure building of the Arctic shipping lanes to facilitate steady progress in the commercial use and regular operation of the shipping lanes. China also supports its businesses in participating in the development of Arctic resources and enhancing clean energy cooperation with Arctic states.
— We need to improve Arctic governing systems and mechanisms. China will work with countries in and outside the Arctic to establish and improve working mechanisms, step up policy dialogue and facilitate exchange and cooperation in various fields. As an observer to the Arctic Council, China will support the work of the Council as always.
— We need to jointly maintain peace and stability in the Arctic. Without a peaceful and stable regional environment, there would be no Arctic development and cooperation to speak of. China calls for peaceful use of the Arctic, supports the settlement of disputes in accordance with the UN Charter and relevant international law, and maintains that navigation safety, environment disasters, organized crimes at sea and other challenges facing the Arctic should be properly addressed through international cooperation.

Russia is the biggest Arctic state and a world leader in research, protection and development of the Arctic, playing an important role in Arctic affairs. The international Arctic Forum on “Arctic: Territory of Dialogue” provides a useful platform for countries to discuss Arctic affairs and conduct exchange and cooperation. China will take this forum as an opportunity to exchange views and expand cooperation with other countries in a joint effort to create a brighter future for the Arctic.
