一、  关于建立“亚洲媒体合作组织”的前期准备工作

I. Preparatory Work Before the Establishment of the "Asian Media Cooperation Organization"

1、“亚洲媒体合作组织”基于博鳌亚洲论坛2015年年会“媒体领袖圆桌会议”所通过的《丝路倡议》,以及2016年年会该会议关于“亚洲媒体合作组织”的讨论精神所发起,其宗旨在于为亚洲媒体间及域外媒体间的合作搭建国际化合作平台,通过整合媒体、政府与企业资源,促进跨国界、跨地区信息的有效传播,并借由媒体间的知识共享及人员、信息、技术、文化的交流,促进亚洲媒体的共同成长,提升亚洲媒体的整体传播力和国际影响力,为亚洲迈向命运共同体、提升亚洲人民的共同福祉贡献力量。

1. The "Asian Media Cooperation Organization" is based on the Silk Road Initiative passed during the "Media Leaders Roundtable" of the 2015 Bo'ao Forum for Asia, as well as the spirit of the discussion on an "Asian Media Cooperation Organization" held during the 2016 Forum. It aims to establish an international platform for cooperation between Asian media as well as media outside the region. The AMCO seeks to integrate media, government, and business resources, promote effective multinational and multiregional information propagation, and use the media's intellectual sharing and exchange of personnel, information, technology, and culture to accomplish certain goals. These goals are to spur the common growth of Asian media, improve Asian media's overall transmission and international influence, and contribute to developing an Asian community with a shared destiny, while also improving the common welfare of the people of Asia.

2、“亚洲媒体合作组织”在博鳌亚洲论坛年会“媒体领袖圆桌会议”的基础上,在2016年由博鳌亚洲论坛、中国公共外交协会、中国国际广播电台三家机构率先倡议,包括凤凰卫视、中华网、海南省广播电视总台、韩国中央日报、土耳其方向电台、蒙古国家公共广播电台、尼泊尔国家电视台、柬埔寨国家电视台、印尼艾尔辛达电台、老挝人民报在内的13家中外机构所共同发起。

2. The "Asian Media Cooperation Organization" is based on the annual conference of the Bo'ao Forum for Asia's "Media Leaders Roundtable". It was first proposed in 2016 by the Bo'ao Forum for Asia, China Public Diplomacy Association, and China Radio International, and jointly established by Phoenix Television, China.com, Hainan Broadcasting Group, the Republic of Korea's JoongAng Ilbo, Turkey's Yön Radio, the Mongolian National Broadcaster, Nepal Television, National Television of Kampuchea, Indonesia's Elshinta Radio, and Laos' Pasaxon Newspaper.

3、在博鳌亚洲论坛2017年年会的“媒体领袖圆桌会议”上,参会的二十多位媒体领袖将围绕“亚洲媒体合作的新未来”这一主题,就“亚洲媒体合作组织”的章程、业务范围、运作模式和资金来源等具体内容召开工作会议,就“亚洲媒体合作组织”的实质内容,以分组讨论的形式进行务实探讨和密切磋商,稳中求进,待征求各方广泛共识的基础上,在条件成熟时,选择合适的时机,推动“亚洲媒体合作组织”的最终成立。

3. During the 2017 Bo'ao Forum for Asia's "Media Leaders Roundtable", the over 20 media leaders attending the roundtable will discuss the topic of "New Prospects for Asian Media Cooperation". They will hold working meetings on the charter, service scope, operation model, and funding sources of the "Asian Media Cooperation Organization". They will break up into groups to delve into and negotiate the substance of the AMCO, seek to improve while remaining stable, and push for the final establishment of the AMCO after reaching a consensus, when the conditions and timing is right.

二、  关于建立“亚洲媒体合作组织”的设想

II. Concepts Regarding the Establishment of the Asian Media Cooperation Organization

1、      定位

1.   Position

“亚洲媒体合作组织”的性质为面向亚洲媒体、兼顾其他区域媒体的媒体合作组织。

The nature of the "Asian Media Cooperation Organization" will be that of a media Cooperation organization that is focused on Asian media while also considering media from other regions.

其业务范围将包括:通过整合各方媒体资源建立新媒体平台,增强亚洲媒体的整体传播力;面向成员单位组织会议活动,开展培训、研讨、文化交流等活动;应成员单位的需要对行业关注的领域进行研究并提供咨询及建议;建立成员数据库、线上联系群组,加强成员单位之间的日常联络。

Its service scope will include: integrating qualified media resources to build a new platform and strengthen the overall transmission of Asian media; organizing meetings and events for member organizations, as well as developing training, symposium, and cultural exchange activities; researching and providing information and suggestions on sectors focused on by the industry as needed; establishing a member database and online contact cluster, to improve routine contact between members.

2、      运行机制

2.   Operational Model

“亚洲媒体合作组织”的成员单位主要依托于博鳌亚洲论坛的媒体合作伙伴以及中国国际广播电台的媒体合作伙伴资源,包括媒体成员和非媒体成员。其组织架构计划将包括理事会、执行委员会和传媒和培训中心。其中,理事会是合作组织的最高决策部门,负责商议决定合作组织的重大决策,对合作组织的各项活动进行协调、监督和管理;执行委员会为日常工作及联络部门,由自愿为各成员提供服务的单位和人员,以及社会招聘的人员构成;传媒和培训中心通过自营或与第三方合作,在合作组织的框架内整合资源,建立跨区域的传播体系,包括建立多媒体及全媒体传播网络、为合作组织内各成员单位建立跨平台的网络门户,开展学术及业务培训、交流活动等。

The members of the "Asia Media Cooperation Organization" will mainly rely on media partners of the Bo'ao Forum for Asia and CRI's media partner resources, which include both media members and non-media members. Its organization and framework plan will include a Board of Directors, Executive Board, and Media and Training Center. Of these, the Board of Directors will be the AMCO's highest decision-making department. It will be responsible for conferring and deciding on the organization's major policies, as well as coordinating, supervising, and managing the organization's activities; the Executive Board will be the department for day-to-day work and communication, and will be made up of organizations and personnel who volunteer to provide service for members, as well as members hired from the community; the media and training center will, either with its own funding or through cooperation with a third party, integrate funds within the organization's framework to establish a multi-regional transmission system. This will include establishing a transmission system consisting of multimedia and all media formats, establishing a cross-platform online portal for all AMCO members, and implementing academic and service training, exchange events, and more.
